Specialized E-Mobility Electricity Tariffs Offer Fiscal Path for African Transport Electrification
Structured power tariffs give African power utilities a cost-neutral tool to drive commercial fleet electrification while maximizing grid efficiency, setting an actionable benchmark for energy regulators across the continent.

Strategic Shift Toward Tariff-Driven Clean Mobility
Kenya Power's financial disclosures demonstrate the clear revenue momentum generated by specialized e-mobility electricity tariffs. In the 2026 financial year, utility revenue from registered electric vehicle charging platforms surged to 185.3 million Kenyan shillings, rising sharply from 65.6 million shillings recorded in 2025. This expansion occurred within a broader 12 percent growth in overall electricity sales, which reached 12,777 gigawatt-hours. To further unlock commercial fleet growth, Kenyan energy authorities removed the 15,000 kilowatt-hour monthly ceiling previously imposed on e-mobility tariff beneficiaries.
Concurrently, transport executives at the Africa E-Mobility Week Forum in Stellenbosch urged South African regulators to adopt similar tariff intervention models. While countries such as Rwanda, Ethiopia, Malawi, Zambia, and Mauritius employ direct tax exemptions and import duty eliminations to lower electric vehicle capital costs, South Africa continues to apply higher import duties on electric vehicles than on internal combustion engine transport. Golden Arrow Bus Services, which operates 1,200 buses in Cape Town including 120 electric units, highlighted that targeted power rates represent the most immediate operational lever to make large-scale commercial fleet transition financially viable.
Utility Revenue Mechanics and Off-Peak Power Optimization
The strategic deployment of dedicated e-mobility electricity tariffs addresses a fundamental challenge in African infrastructure planning: accelerating clean energy transition without depleting public coffers
